No single technology solves mixed waste
Mixed municipal waste cannot be addressed by any single technology. What works is an integrated treatment train: mechanical separation up front, biological treatment of the organic fraction, recycling of recovered materials, and safe disposal of the inert remainder.
IWRREC reference designs for mechanical-biological treatment facilities demonstrate how cities processing 500–1,000 tons per day can recover energy, recyclables, and organic outputs while limiting landfill residuals to under 20%.
Governance standards matter most
Technology is only half the equation. Successful municipal projects share three governance features defined in IWRREC's municipal concession guidelines: enforced source segregation, tipping fees that reflect true processing costs, and long-term operator agreements that enable capital investment.
